The Fifth Plenary Session of the 19th Central Committee of the Communist Party of China proposed to promote high-quality development as the theme, deepen the supply-side structural reforms as the main line, and take reform and innovation as the fundamental driving force to speed up fostering a new development pattern where domestic and foreign markets can boost each other, with the domestic market as the mainstay. The session not only proposed to strengthen the national strategic science and technology strength, enhance the technological innovation ability of enterprises, stimulate the innovation vitality of talents, and improve the scientific and technological innovation system and mechanism, but also proposed to adhere to the strategic basis of expanding domestic demand, accelerate the cultivation of a complete domestic demand system, organically integrate the implementation of the strategy of expanding domestic demand with the deepening of supply-side structural reform, and lead and create new demand with innovation-driven and high-quality supply. China’s 14th Five-Year Plan period is the key period for the development of strategic emerging industries in China. More and more high and new technologies will enter the application phase of large-scale industrialization and commercialization, so as to become an important force driving industrial change and economic and social development.
